Hong Duc University was established on September 24, 1997, under Decision No. 797/QĐ-TTg by the Prime Minister, based on the merger of three major colleges in Thanh Hoa: College of Education, College of Economics and Technology, and College of Medicine. With nearly three decades of development, the university has affirmed its position as a leading center for education, scientific research, and technology transfer in Thanh Hoa province. It is also one of the top provincial universities under the management of the provincial People's Committee and is gradually integrating into the regional and international higher education system.
Each year, the university trains and provides society with thousands of bachelors, engineers, and masters. Dozens of doctoral candidates have successfully defended their theses. It is home to a team of experienced and dedicated lecturers and scientists. Every year, the university conducts hundreds of scientific research projects, with many results effectively applied in production, education, and everyday life. The university is also promoting comprehensive digital transformation, aiming for a modern, efficient, and transparent governance model. Currently, the university provides education across all levels including preschool, primary, lower and upper secondary, undergraduate, master’s, and doctoral programs. It has completed the second cycle of institutional accreditation and 26 training programs have been certified for quality according to the standards of the Ministry of Education and Training — including 21 out of 40 undergraduate programs (52.5%) and 5 out of 21 master's programs (23.8%). These achievements result from the tireless efforts in teaching, learning, and contribution of generations of staff, lecturers, employees, students, learners, as well as the collaboration with numerous agencies, organizations, enterprises, individuals, and the comprehensive support and leadership of the Thanh Hoa Provincial Party Committee, People's Council, People's Committee, and the Ministry of Education and Training.
