Attending the meeting on behalf of USSH were Prof. Dr. Hoang Anh Tuan, Secretary of the Party Committee and President of the University, together with members of the university delegation. Representing Hong Duc University were Assoc. Prof. Dr. Le Hoang Ba Huyen, Secretary of the Party Committee and President; Assoc. Prof. Dr. Nguyen Thi Thuc, Vice President; and leaders of relevant functional units.
Overview of the working session
During the session, delegates from both universities watched introductory videos presenting the history, development, educational capacity, research strengths, and key achievements of their respective institutions. The presentations provided a foundation for identifying potential areas of collaboration and opportunities to leverage each institution’s strengths in education, research, and knowledge transfer.
In their remarks, Assoc. Prof. Dr. Le Hoang Ba Huyen and Prof. Dr. Hoang Anh Tuan discussed strategic directions for strengthening cooperation between the two universities. Both leaders emphasized the importance of developing collaborative initiatives that align with the strengths of each institution while addressing the practical development needs of Thanh Hoa Province.

Building on this shared vision, participants engaged in discussions on several specific areas of cooperation, including capacity-building programs in ethnic affairs, religion, and belief management within the context of the province’s two-tier local government system; the development of a “Thanh Hoa Heritage Tourism Route” linked to cultural industry development; the design of heritage education programs and local cultural value systems for schools; and training and professional development programs aimed at enhancing the quality of human resources in the cultural and tourism sectors.

A key topic of discussion was the development of a university knowledge transfer model serving local development between USSH and HDU. Through this model, the intellectual resources, research outputs, and expert networks of both universities could be effectively connected and mobilized to address practical challenges, thereby contributing more directly to the socio-economic development of Thanh Hoa Province.

The areas discussed at the meeting form part of a broader framework of proposed cooperation between USSH and departments, agencies, and educational institutions in Thanh Hoa Province. Within this framework, Hong Duc University has been identified as an important partner in strengthening grassroots political systems and advancing knowledge transfer initiatives.
The cooperation also aligns with the strategic orientation of the Thanh Hoa Provincial People’s Committee regarding collaboration with USSH in the fields of science, technology, innovation, and knowledge transfer. The Department of Science and Technology of Thanh Hoa Province has been assigned to coordinate with Hong Duc University and relevant agencies to further examine the proposed areas of cooperation and work directly with USSH to develop concrete implementation plans.
Based on the discussions held during the meeting, both universities agreed to prioritize feasible and practical areas of cooperation that build upon their respective strengths. These areas will gradually be translated into specific collaborative programs and projects in scientific research, education and training, professional development, innovation, and knowledge transfer.

In his closing remarks, Assoc. Prof. Dr. Le Hoang Ba Huyen reaffirmed the importance of strengthening connections among higher education institutions, effectively utilizing their academic potential and strengths, and promoting meaningful cooperation in research, education, and knowledge transfer. He noted that the meeting provided an important foundation for the two universities to continue discussions and further develop collaborative initiatives that will contribute to the sustainable development of Thanh Hoa Province through the effective application of knowledge and research resources.
The working session marked a significant step toward fostering closer ties between Hong Duc University and the University of Social Sciences and Humanities, opening up new opportunities for collaboration in education, research, innovation, and community-oriented knowledge transfer in the years ahead.
