According to the Decision, Assoc. Prof. Dr. Bùi Văn Dũng is appointed as Deputy Chief of the Office of the National Assembly Delegation and the Provincial People’s Council of Thanh Hóa Province for a five-year term, effective from February 6, 2026. The appointment is made in accordance with the Law on Organization of Local Government (June 16, 2025), relevant regulations of the Politburo on cadre management and appointment, and related provincial decisions and notifications.

Born on August 13, 1969, in Nga Sơn Commune, Thanh Hóa Province, Assoc. Prof. Dr. Bùi Văn Dũng previously served as Deputy Secretary of the Party Committee and President of Hong Duc University. He joined the Communist Party of Vietnam on June 22, 1990, holds an advanced degree in political theory, and was conferred the title of Associate Professor and Senior Lecturer. His academic qualifications include a Bachelor’s degree in Political Education (Vinh University), a Bachelor’s degree in English, a PhD in Philosophy (Vietnam Academy of Social Sciences), and a PhD in Economics (National Economics University).

In his remarks at the ceremony, Mr. Nguyễn Quang Hải congratulated Assoc. Prof. Dr. Bùi Văn Dũng on being entrusted with the new responsibility by provincial leaders. He expressed confidence that, in his new role, Dr. Dũng would continue to demonstrate his competence, experience, and strong sense of responsibility; proactively grasp the functions and tasks of the Office; strengthen coordination with colleagues; and enhance the quality of advisory and support work for the National Assembly Delegation and the Provincial People’s Council to meet the demands of the new context.
Assoc. Prof. Dr. Bùi Văn Dũng Delivers Remarks at the Ceremony
In his acceptance speech, Assoc. Prof. Dr. Bùi Văn Dũng expressed his sincere gratitude to the Standing Board of the Provincial Party Committee, the Standing Committee of the Provincial People’s Council, and the leadership of the Office for their trust and support. He affirmed his determination to seriously receive guidance, quickly familiarize himself with new responsibilities, continuously improve his political steadfastness, professional ethics, and expertise, and work in unity with colleagues to successfully fulfill assigned duties.
With more than 35 years of experience in education and training, Assoc. Prof. Dr. Bùi Văn Dũng has held various teaching, research, and managerial positions at Vinh University, Viet–German College of Nghe An, and Hong Duc University. He has served in key leadership roles such as Dean, Center Director, Party Secretary, and President. As President of Hong Duc University, he led significant reforms in university governance, enhanced training quality, promoted digital transformation, strengthened scientific research, and expanded international cooperation—contributing to the University’s growing reputation in the North Central region and nationwide.
Throughout his career, he has demonstrated strong political integrity, high responsibility, and a democratic, scientific, and practical leadership style, earning the trust of staff and faculty. He has been honored with numerous prestigious awards, including Certificates of Merit from the Prime Minister, the Ministry of Education and Training, the Thanh Hóa Provincial Party Committee, and the Vietnam General Confederation of Labour.
