The delegation from Thanh Hóa Department of Science and Technology was led by Mr. Trịnh Văn Súy – Deputy Director, along with Mr. Trần Văn Thắng – Head of the Division of Specialized Management and Intellectual Property, and leaders of relevant divisions and units. Representing Hồng Đức University were Assoc. Prof. Dr. Lê Viết Báu – Secretary of the Party Committee, Chairman of the University Council; Assoc. Prof. Dr. Bùi Văn Dũng – President; Vice Presidents; members of the Project Drafting Committee and the Working Group; as well as representatives from faculties, offices, and centers.
In his remarks, President Assoc. Prof. Dr. Bùi Văn Dũng emphasized that the establishment of the Center for Entrepreneurship and Innovation aims not only to enhance training quality and equip students with entrepreneurial skills, but also to contribute to building a startup ecosystem, strengthening connections between the university, businesses, and the community, thereby meeting the socio-economic development needs of the province.

Speaking on behalf of Thanh Hóa Department of Science and Technology, Deputy Director Trịnh Văn Súy highlighted that in the context of Thanh Hóa’s strong promotion of science, technology, and innovation, fostering the development of such a center at Hồng Đức University is a strategic step. He affirmed that DOST will accompany and support the university throughout the project’s development to create a center capable of leading and spreading the entrepreneurial and innovative spirit across the North Central region.
During the meeting, the Drafting Committee presented the project’s key components, including: the necessity of establishing the center; development goals through 2030 with a vision to 2045; core tasks and solutions; organizational and operational models; proposals for a startup incubator and creative space; resource mobilization plans; and mechanisms for cross-sector cooperation. According to the draft, the center will serve as the focal point for career orientation, entrepreneurship training, idea/project incubation, and connections with businesses, investors, and support funds, acting as the nucleus of Thanh Hóa’s innovation startup ecosystem.
Overview of the working session
Participants engaged in active discussions and contributed practical suggestions to improve the project, particularly regarding organizational models, operational mechanisms, infrastructure development, and expanding international cooperation.
Concluding the session, leaders of both units agreed to maintain close collaboration to ensure the university finalizes the project promptly. This will lay the foundation for establishing the Center for Entrepreneurship and Innovation at Hồng Đức University, thereby contributing to the successful implementation of Thanh Hóa’s socio-economic development goals in the coming years.
