Over the past 28 years of growth and development, Hong Duc University has affirmed its position as a leading center for education, research, and technology transfer in Thanh Hoa province and the North Central region of Vietnam. The key factor behind this success is the dedication and expertise of its lecturers and staff, who serve as the cornerstone of training quality, research capacity, and the university’s reputation.

Remarkable Progress in Faculty Quality

Right from the beginning, the Party Committee and University leadership identified that building a highly qualified, committed, and professional lecturers and staff Team was a decisive factor for sustainable development. Many resolutions, regulations, and annual training plans have been implemented with three core objectives: meeting academic standards, aligning with program requirements, and expanding new disciplines.

In its early years, the university had only 11 PhDs and 80 Master’s degree holders. Twenty years later, by September 2017, the numbers had increased to 16 Associate Professors and 118 PhDs. During the 2020–2025 term, Hong Duc University continued to achieve significant milestones: 54 lecturers were sponsored for doctoral studies (including 12 abroad), raising the total to 29 Associate Professors and 192 PhDs. As of September 19, 2025, the university employs 704 staff members, including 427 lecturers, of whom 194 hold doctoral degrees (29 Associate Professors) and 346 hold Master’s degrees. This remarkable progress reflects a well-planned and effective faculty development strategy.

In addition to professional training, the university places strong emphasis on political theory, state management, and leadership skills. Many young lecturers have been entrusted with management positions, demonstrating their capability and ensuring continuity and sustainable development within the institution.

Comprehensive Policies – Creating Motivation and Commitment

Looking ahead to 2030, Hong Duc University has set ambitious goals: at least 55% of lecturers will hold doctoral degrees, 10% will achieve the titles of Professor or Associate Professor (including at least 2 Professors), and 45% will teach specialized subjects in English.

To achieve these goals, the university is implementing comprehensive solutions:

With a strong and steadily expanding intellectual workforce, Hong Duc University is ready to reach new heights, striving to become a prestigious center of education and research that meets the demand for high-quality human resources in Thanh Hoa, the North Central region, and the nation – in the context of global integration and the Fourth Industrial Revolution.

On September 24, 1997, the Prime Minister of Vietnam, Mr. Võ Văn Kiệt, signed Decision No. 797-TTg on the establishment of Hồng Đức University. Since then, the University has continuously developed and proudly affirmed its role as a key higher education and research institution in Thanh Hóa province and the North Central region of Vietnam. Throughout 28 years of construction and development, Hồng Đức University has been honored with many prestigious awards from the Party and the State: the Third-Class Labor Medal (2002), the Second-Class Labor Medal (2011), and the First-Class Labor Medal (2017). Particularly, during the 2020–2025 term, the University has received multiple recognitions, including four Certificates of Merit from the Minister of Education and Training, one Certificate of Merit from the Minister of Public Security, one from the Chairman of the Thanh Hóa Provincial People’s Committee, as well as the Friendship Medal from the Lao People’s Democratic Republic. Additionally, two individuals were awarded the Third-Class Labor Medal, and four others received the Labor Medal of Laos.
Today, Hồng Đức University boasts modern facilities and infrastructure to ensure high-quality teaching and research. The University currently has 163 classrooms, a 500-seat auditorium, 47 laboratories, a practice workshop, a central Information and Library Center, and a multi-functional Sports Complex. Alongside, several modern laboratories have been newly established in faculties such as Natural Sciences, Engineering and Technology, Agriculture–Forestry–Fisheries, and Information and Communication Technology.In terms of academic programs, Hồng Đức University is licensed to offer and award degrees in 7 doctoral majors, 21 master’s majors (including one international joint training program), and 42 undergraduate programs across various fields. The University also offers 6 professional training and certificate programs. Admission quality has steadily improved, with many teacher training majors ranked among the top nationwide. Each year, 80–90% of the admission quota is successfully filled, and the graduate employment rate within one year ranges from 70% to 90%. In 2025, the University has achieved an outstanding milestone with more than 3,000 new students enrolled in full-time undergraduate programs, bringing the total scale of training to over 13,000 learners.
