Hong Duc University Participates in the Appraisal Council for the Muong Ethnic Script of Thanh Hoa Province

The People’s Committee of Thanh Hóa Province has issued a decision to establish the Appraisal Council for the Muong Ethnic Script. Hong Duc University is represented on the Council by its Staff and lecturers, reaffirming the University’s important role in scientific research and its commitment to the preservation and promotion of the cultural and linguistic values of ethnic minority communities in the province

According to the Decision, the establishment of the Council is based on the Law on the Organization of Local Government dated June 16, 2025; Decision No. 4795/QD-UBND dated December 21, 2022 of the Thanh Hoa Provincial People’s Committee approving the Project entitled “Preservation, Promotion and Development of Spoken Language, Written Scripts, Traditional Costumes and Handicrafts of Ethnic Minorities in Thanh Hoa Province by 2030”; and Plan No. 64/KH-UBND dated March 20, 2023 on the implementation of the Project for the period 2023–2025.

The Appraisal Council is chaired by Mr. Nguyen Van Dinh, Deputy Director of the Department of Education and Training. The Vice Chairpersons include Mr. Pham Thanh Son, former Standing Vice Chairman of the Thanh Hoa Provincial People’s Council, and Mr. Nguyen Quoc Uy, Vice Chairman of the Thanh Hoa Union of Science and Technology Associations. The Council also brings together educational administrators, scientists, educators, cultural researchers, and representatives from Hong Duc University, demonstrating its interdisciplinary nature, high level of expertise, and strong connection to the Muong community.

Under the Decision, the Council is responsible for organizing the appraisal of the Muong ethnic script, synthesizing expert opinions, and submitting a comprehensive report to the Chairman of the Provincial People’s Committee for consideration and decision. The Council is also tasked with developing its working regulations, clearly assigning responsibilities to each member, and ensuring objectivity, scientific rigor, and transparency throughout the appraisal process. When necessary, the Council may request relevant agencies to provide, supplement, or revise documents and materials to support the appraisal work.

The Decision clearly outlines key appraisal criteria for the Muong ethnic script, including scientific validity and standardization of the character and phonological system; inheritance and reflection of Muong cultural identity; practicality and applicability in education, ease of learning and use, and technological compatibility; consistency and acceptability within the community; as well as legal compliance with the approved Project and current State regulations.

The Council operates on a part-time basis and will automatically dissolve upon completion of its assigned tasks. The Department of Education and Training serves as the standing agency, responsible for coordination, ensuring operational funding and conditions, and taking legal responsibility for all related documents and procedures.

The establishment of the Appraisal Council for the Muong ethnic script is considered an important milestone, reflecting Thanh Hoa Province’s strong commitment to preserving and promoting ethnic linguistic and cultural values. This initiative not only contributes to safeguarding traditional cultural identity but also provides a solid scientific foundation for the future teaching and practical application of the Muong script in education and social life.
