According to Decision No. 468/QĐ-UBND (dated February 7, 2026) signed by the Chairman of the Provincial People’s Committee, and pursuant to the Law on Organization of Local Government (June 16, 2025); Government Decree No. 115/2020/NĐ-CP (September 25, 2020) and Decree No. 85/2023/NĐ-CP (December 7, 2023); Regulation No. 486-QĐ/TU (February 3, 2026) and Notice No. 159-TB/TU (February 5, 2026) of the Standing Committee of the Provincial Party Committee; and Proposal No. 185/TTr-SNV (February 7, 2026) of the Director of the Department of Home Affairs, the Chairman of the Provincial People’s Committee decided to mobilize and appoint Assoc. Prof. Dr. Lê Hoằng Bá Huyền, then President of Thanh Hoa College of Agriculture, to serve as President of Hong Duc University. The appointment term is five (05) years from the effective date of the Decision, which takes effect from the date of signing.
Assoc. Prof. Dr. Lê Hoằng Bá Huyền was born on January 7, 1979, in Hoằng Tiến Commune, Thanh Hóa Province. He holds the academic title of Associate Professor and a Ph.D. in Economics and is a senior lecturer in Economics. He also possesses an advanced degree in Political Theory.

Since 2003, he has worked at Hong Duc University as a lecturer and has held various key leadership and management positions, including Vice Head of Division, Vice Dean, and Dean of the Faculty of Economics and Business Administration; Member of the Standing Committee of the University Party Committee; Chairman of the Inspection Committee; and Vice President of Hong Duc University. From September 2022 until his recent appointment, he served as Member of the Executive Committee of the Party Committee of Triệu Sơn District, Secretary of the Party Committee, and President of Thanh Hoa College of Agriculture.
Throughout his career, Assoc. Prof. Dr. Lê Hoằng Bá Huyền has received numerous honors and commendations from the Party, the State, and various authorities, including a Certificate of Merit from the Executive Committee of the Thanh Hóa Provincial Party Committee (2014); two Certificates of Merit from the Chairman of the Provincial People’s Committee (2014); a Certificate of Merit from the Minister of Education and Training (2018); the Creative Labor Certificate awarded by the Vietnam General Confederation of Labour (2019); the title of Provincial Emulation Fighter (2020); and additional Certificates of Merit from the Chairman of the Provincial People’s Committee in 2022 and 2025.
The mobilization and appointment of Assoc. Prof. Dr. Lê Hoằng Bá Huyền as President of Hong Duc University reflects the trust and confidence of the Provincial Party Committee and the People’s Committee of Thanh Hóa Province in a well-trained, experienced educational leader who has grown through various grassroots and managerial positions. It also expresses high expectations that he will continue to promote his competence, dedication, and sense of responsibility, contributing significantly to the sustainable development of Hong Duc University in the new phase.
