Assoc. Prof. Dr. Ngo Chi Thanh appointed as Editor-in-Chief of the Journal of Science, Hong Duc University

With the approval of the Central Commission for Communication and Education and the Ministry of Culture, Sports and Tourism, on September 23, 2025, Assoc. Prof. Dr. Bui Van Dung – President of Hong Duc University – signed Decision No. 2566/QD-DHHD to appoint Assoc. Prof. Dr. Ngo Chi Thanh, Vice President of the University, as Editor-in-Chief of Hong Duc University Journal of Science for a five-year term (60 months) starting from the date of signing.

According to the Decision, the Editor-in-Chief is responsible for developing the journal’s strategic direction, editorial content, and publication plan in accordance with its licensed objectives and scope. The Editor-in-Chief also enjoys the rights and benefits stipulated by the State and the University.

The appointment decision is based on relevant legal documents and regulatory guidelines from higher authorities, including: Regulation No. 101/QD-TW dated February 28, 2023, issued by the Party Central Committee on the appointment, dismissal, commendation, and discipline of press agency leaders; Decree No. 115/2020/ND-CP dated September 25, 2020, and Decree No. 85/ND-CP dated December 7, 2023, of the Government on the recruitment, use, and management of public employees; License No. 261/GP-BTTTT dated September 17, 2024, issued by the Ministry of Information and Communications permitting the operation of the Hong Duc University Journal of Science; Official Letter No. 530/BVHTTDL-BC dated September 5, 2025, from the Ministry of Culture, Sports and Tourism; and Official Letter No. 2365-CV/BTGDVTW dated September 18, 2025, from the Central Committee for Propaganda and Mass Mobilization regarding personnel approval for the Editor-in-Chief position.

The decision also relies on Resolution No. 22/NQ-HDT dated August 16, 2024, and Resolution No. 29/NQ-HDT dated November 1, 2024, of the Hong Duc University Council on organizational regulations and job position structures, as well as Decision No. 3768/QD-DHHD dated December 18, 2023, issued by the Rector on procedures for appointment, reappointment, transfer, and extension of management positions.

According to Assoc. Prof. Dr. Bui Van Dung, President of Hong Duc University, the appointment of the Editor-in-Chief marks an important step in strengthening the university’s research organization and professionalizing its scientific publication activities. The university expects the Journal of Science to become a reputable academic forum that disseminates knowledge, enhances research visibility, and affirms Hong Duc University’s position and brand in Vietnam’s higher education system.

Previously, the position of Editor-in-Chief of the Hong Duc University Journal of Science was held by Assoc. Prof. Dr. Hoang Thi Mai, Vice President of the University. Before his new appointment, Assoc. Prof. Dr. Ngo Chi Thanh served as Deputy Editor-in-Chief of the Journal since 2015.

The appointment of the new Editor-in-Chief reflects the close attention and direction of the Party Committee and the University’s Board of Presidents in building a strong academic leadership team and improving scientific research quality. This is a significant milestone that will promote research and publication activities, move toward academic standardization and international integration, and reaffirm Hong Duc University’s status as a prestigious center for education and scientific research in the North Central region and across the country.

Hong Duc University Journal of Science (HDUJS) is a multidisciplinary academic publication of Hong Duc University, licensed by the Ministry of Information and Communications under License No. 14/GP-BTTTT dated January 9, 2009, and reissued under License No. 261/GP-BTTTT dated September 17, 2024. Operating under the direction of the Party Committee and Board of Rectors, the Journal aims to disseminate scientific knowledge, publish research findings, and contribute to the advancement of science and education in Thanh Hoa Province and the North Central region. Over more than 15 years of development, HDUJS has established itself as a reputable academic forum, promoting research and scholarly publication both within and beyond the university. The Journal publishes six Vietnamese issues and one English issue annually, follows a double-blind peer-review process, and assigns DOI identifiers to all articles. HDUJS covers a wide range of research fields, including Natural Sciences – Engineering – Technology, Economics, Social Sciences & Humanities, Agriculture – Forestry – Fisheries, Education, and Educational Management. As of October 2025, the Journal has published nearly 80 issues with over 1,500 scientific papers. It is officially recognized by the State Professorship Council of Vietnam in the list of accredited journals for six scientific disciplines.
