Former President and a Staff Member of Hong Duc University Elected to the 16th National Assembly of Vietnam

On the afternoon of March 21, 2026, the National Election Council officially announced the list of elected deputies to the 16th National Assembly

According to the announcement, Thanh Hoa Province had 29 candidates, of whom 17 were successfully elected. Notably, two representatives from Hong Duc University were among the elected deputies: Assoc. Prof. Dr. Bui Van Dung, former President of the University, and Assoc. Prof. Dr. Pham The Anh, Member of the Standing Committee of the Party Committee and Head of the Office of Organization – Administration – Governance.

In Electoral Unit No. 2 of Thanh Hoa Province—covering Bim Son and Quang Trung wards, along with several communes including Ha Trung, Tong Son, Ha Long, Hoat Giang, Linh Toai, Trieu Loc, Dong Thanh, Hau Loc, Hoa Loc, Van Loc, and Nga Son—Assoc. Prof. Dr. Bui Van Dung (born August 13, 1969) was elected with 361,202 votes, accounting for 94.30% of valid ballots. He currently serves as Deputy Chief of the Office of the National Assembly Deputies Delegation and the People’s Council of Thanh Hoa Province.

Assoc. Prof. Dr. Bui Van Dung

Assoc. Prof. Dr. Pham The Anh (born September 2, 1982), originally from Hoang Loc Commune, Thanh Hoa Province, holds a Doctorate in Computer Science and is a senior lecturer at Hong Duc University. He is also a member of the Standing Committee of the University’s Party Committee and Head of the Office of Organization – Administration – Governance. Throughout his career at the University, he has held various academic and managerial positions, including Deputy Head of Department, Vice Dean, Dean of the Faculty of Information and Communication Technology, and Director of the Information Technology Center.

Assoc. Prof. Dr. Pham The Anh

In addition to his work at the University, Dr. Pham The Anh serves as Vice Chairman and General Secretary of the Thanh Hoa Informatics Association and is a member of the Executive Committee of the Vietnam Association of Faculties, Institutes, and Schools of Information Technology (FISU).

The election of these two distinguished academics reflects the recognition of their professional competence, leadership, and contributions to both education and society. Their new roles in the National Assembly are expected to further strengthen the connection between higher education and national development, while amplifying the voice of educators in policymaking.
