According to the official document, the Provincial People’s Committee considered Proposal No. 102/TTr-SNgV dated September 16, 2026, submitted by the Department of Foreign Affairs regarding the cooperation agreement between the two universities. The proposal was accompanied by comments and recommendations from relevant provincial departments and agencies, including the Departments of Foreign Affairs, Home Affairs, Education and Training, Justice, Finance, and the Provincial Police.
Following the review process, the Chairman of the Provincial People’s Committee approved the policy for Hong Duc University to proceed with the signing of the cooperation agreement with Erfurt University of Applied Sciences in accordance with the recommendation of the Department of Foreign Affairs.

The Chairman assigned Hong Duc University to carefully review the contents of the agreement prior to signing and to assume full responsibility for the implementation of the cooperation activities in compliance with applicable regulations. The University is also required to periodically report the implementation results to the Chairman of the Provincial People’s Committee while providing updates to the Department of Foreign Affairs and the Provincial Police for coordination and monitoring purposes.
In addition, Hong Duc University has been tasked with closely coordinating with the Provincial Police, the Department of Foreign Affairs, and relevant agencies in ensuring state management, security, and public order related to international cooperation activities in education and training. This includes the management of foreign organizations and individuals involved in cooperative activities, as well as the organization of international conferences, seminars, and other external relations activities in accordance with Vietnamese regulations.

The Provincial People’s Committee also requested relevant departments and agencies, including the Departments of Foreign Affairs, Home Affairs, Education and Training, Justice, Finance, and the Provincial Police, to actively coordinate and support Hong Duc University in implementing the cooperation agreement effectively, practically, and in full compliance with legal requirements.
The approval follows an earlier meeting held on March 20, 2026, between Hong Duc University and Erfurt University of Applied Sciences. During the meeting, representatives of both institutions exchanged information on their respective strengths, development strategies, and potential areas for future collaboration. The discussions reflected a shared commitment to promoting academic exchange, educational cooperation, and international engagement.
The approval of the cooperation agreement by the Thanh Hoa Provincial People’s Committee provides a solid foundation for Hong Duc University to move forward with the next stages of cooperation with Erfurt University of Applied Sciences. The partnership is expected to contribute to strengthening international academic collaboration, enhancing educational quality, expanding opportunities for students and staff, and further advancing the University’s internationalization strategy
