Resolution No. 71-NQ/TW of the Politburo on breakthrough development in education and training marks a significant milestone, not only addressing immediate challenges but also establishing a long-term vision for educational development toward 2030, with a strategic outlook to 2045. With its orientation toward building an open, modern, and internationally integrated education system, the Resolution lays a critical foundation for developing high-quality human resources to support the country’s industrialization and modernization.
For Thanh Hoa province, the effective implementation of Resolution 71 has been identified as a central and strategic task, playing a vital role in the province’s overall development. From raising awareness and ensuring coordinated implementation to concretizing breakthrough measures and promoting the role of human capital, the province is steadily advancing toward building an advanced education system that meets the demands of a new development phase.
In line with Resolution 71, education and training must evolve toward openness, flexibility, and modernization, closely aligned with socio-economic development needs and global integration trends. This strategic direction requires comprehensive innovation in both policy frameworks and implementation mechanisms.

An open education system not only ensures equitable access to education for all citizens but also promotes lifelong learning and enhances the quality of human resources. Thanh Hoa has translated these orientations into concrete action plans, emphasizing enhanced communication and dissemination of implementation outcomes. The province actively leverages media agencies and digital platforms to build social consensus and accelerate educational reform. In parallel, it focuses on developing a synchronized education system across general education, vocational training, and higher education, ensuring alignment with practical demands and gradually improving overall educational quality for sustainable development.
Speaking on the vision for educational development, Mr. Nguyen Hong Phong, Alternate Member of the Party Central Committee and Standing Deputy Secretary of the Thanh Hoa Provincial Party Committee, emphasized: “Education and training are the top national policy and a fundamental pillar for improving human resource quality and driving socio-economic development. The implementation of Resolution 71 must be aligned with long-term development orientations, ensuring consistency, sustainability, and international integration.”
He further affirmed: “Investment in education is an investment in the future. Educational development must be embedded within the province’s broader development strategy, linked with integration requirements and enhanced competitiveness, thereby gradually affirming Thanh Hoa’s position regionally and nationally and creating a foundation for rapid and sustainable growth in the new era.”
Within the province’s educational development strategy, Hong Duc University plays a pivotal role in education, research, and knowledge transfer, contributing significantly to improving the quality of human resources.
In line with Resolution 71, the University is accelerating innovation in training programs, scientific research, and international cooperation. It prioritizes the development of practice-oriented academic programs, gradually enhancing training quality and integration capacity.
