Accordingly, Resolution 71 emphasizes the need to develop well-rounded individuals equipped with both qualities and competencies that meet the demands of society and the labor market. At the same time, it highlights the importance of building a sufficient and high-quality workforce of teachers and educational administrators capable of meeting the requirements of fundamental and comprehensive educational reform.

In response, Thanh Hoa has focused on training and professional development for teachers and educational managers, while also strengthening communication capacity within the education sector.

According to the provincial plan, by 2030, at least 70% of communication staff in the education sector will receive regular training to meet job requirements. Furthermore, the integration of Resolution 71 into party meetings, professional activities, academic year tasks, and emulation movements has been carried out systematically, helping to enhance awareness and responsibility among educators.
