Accordingly, Resolution 71 emphasizes the need to develop well-rounded individuals equipped with both qualities and competencies that meet the demands of society and the labor market. At the same time, it highlights the importance of building a sufficient and high-quality workforce of teachers and educational administrators capable of meeting the requirements of fundamental and comprehensive educational reform.
In Thanh Hoa province, the human-centered approach has been concretized not only in teaching and learning activities but also in leadership, direction, and ideological orientation. This has contributed to creating unity within the political system and consensus across society.
Developing Teachers as the Key Factor in Educational Reform
Teachers play a crucial role in realizing the objectives of Resolution 71. As the direct implementers of educational tasks, they are also decisive factors in determining the quality and effectiveness of educational reform.

The Resolution calls for improving teachers’ qualifications, professional ethics, and innovative capacity, particularly their ability to adapt to digital education environments and international integration. In response, Thanh Hoa has focused on training and professional development for teachers and educational managers, while also strengthening communication capacity within the education sector.
According to the provincial plan, by 2030, at least 70% of communication staff in the education sector will receive regular training to meet job requirements. Furthermore, the integration of Resolution 71 into party meetings, professional activities, academic year tasks, and emulation movements has been carried out systematically, helping to enhance awareness and responsibility among educators.

Emphasizing the role of teachers in the new context, Mr. Dao Xuan Yen, Member of the Provincial Party Standing Committee and Head of the Propaganda and Mass Mobilization Commission of Thanh Hoa, stated that educational reform begins with changes in awareness and people, in which teachers play a pivotal role. Alongside improving professional expertise, attention must be given to strengthening political awareness, ethical qualities, professional responsibility, and a deep sense of pride and dedication to the teaching profession. Teachers are expected to serve as role models, contributing to improving educational quality and shaping values for younger generations.
Promoting Learners as the Center of Modern Education
If teachers are the key factor, learners are the center of the educational process. Resolution 71 calls for a shift from knowledge transmission to the comprehensive development of learners’ qualities and competencies, encouraging creativity, self-learning, and lifelong learning.
This requires innovation in teaching methods to enhance learners’ initiative and creativity, as well as the development of open, flexible learning environments connected to real-life practice.
In Thanh Hoa, this orientation has been implemented through increased practical learning activities, encouraging students to engage in scientific research and technological applications, thereby gradually developing their capacity for self-learning and innovation.
