Assoc. Prof. Dr. Bùi Văn Dũng – Secretary of the Party Committee, President of Hong Duc University delivers the opening speech and chairing the meeting
In his keynote speech, Assoc. Prof. Dr. Bui Van Dung, Secretary of the Party Committee and President of the University, emphasized that Party members must not only follow directives but also take the lead and inspire innovation in the digital age. He affirmed that learning digital skills is a practical step toward realizing the Party’s resolutions in the context of the Fourth Industrial Revolution.
During the meeting, delegates engaged with two key presentations. The first, “Implementing Resolution No. 57 at Hong Duc University,” was delivered by Assoc. Prof. Dr. Ngo Chi Thanh - Vice President of the University, Standing Committee Member of the Party Committee and Vice President The second, “Applying AI in Management and Professional Activities,” was presented by Assoc. Prof. Dr. Pham The Anh, Dean of the Faculty of Engineering, Technology & Communication.

The meeting was attended by the university’s top leadership, including Assoc. Prof. Dr. Le Viet Bau – Deputy Secretary of the Party Committee and Chairman of the University Council, along with members of the Standing Committee, Party Executive Committee, heads of departments, organizations, and representatives from various units.
The thematic report on Resolution 57 assessed the current situation and achievements of Hong Duc University in science, technology, innovation, and digital transformation prior to the resolution. It affirmed that these activities have seen continuous improvement, significantly enhancing the quality of research, application, and technology transfer—contributing directly to faculty development, human resource training, institutional management, and local socio-economic policy development. The Resolution provides great expectations in fostering research culture, innovation capacity, commercialization of research, international collaboration, and the creation of an innovation ecosystem, startup incubation, and comprehensive digital transformation.
To implement Resolution 57, Hong Duc University is focusing on several key tasks: improving management frameworks; training and developing human resources in science, technology, innovation, and digital transformation; boosting scientific research and publication; advancing innovation and technology transfer; expanding international cooperation; and comprehensively applying artificial intelligence across all institutional activities.
Assoc. Prof. Dr. Pham The Anh’s presentation on AI application provided an overview of artificial intelligence, from basic concepts like machine learning and deep learning to practical applications in fields such as healthcare, education, agriculture, and Party affairs. He also shared several research achievements at Hong Duc University, including AI-powered license plate and facial recognition systems, automated test grading, and internationally recognized scientific publications. Notably, he highlighted plans to develop a cutting-edge AI Center in Thanh Hoa, with a mission to support automated medical imaging diagnostics and improve healthcare services in the province.

Following the presentations, Party members actively exchanged ideas and shared experiences on applying digital technologies in daily professional tasks. Suggestions ranged from document management systems and digital resource usage to AI-driven solutions for specialized work. The meeting also contributed to promoting the province’s “Digital Literacy for All” campaign.
The Party Committee of Hong Duc University requested all affiliated branches to conduct their own thematic meetings following the "6 clear" principles (clear person, clear task, clear timeline, clear responsibility, clear product, and clear authority). Each unit is expected to issue thematic resolutions to concretize digital transformation goals in training and research.
With a pioneering and exemplary spirit, the Party members of Hong Duc University are gradually realizing the vision of building a smart university—where digital technology is not only a tool but a driving force for sustainable development in the new era.
