“Professional Training and Firefighting & Rescue Drill”

On November 29, 2025, Hong Duc University organized a large-scale training and professional refresher program on Fire Prevention and Fighting (FPF) and Fire Rescue and Relief operations. The program also included a practical fire-fighting and rescue drill for 2025, attracting the participation of nearly 500 lecturers, staff, employees, students, and pupils from across the University

The event was jointly organized by Hong Duc University and the Fire Prevention, Firefighting and Rescue Police Department (FPF & SAR), Thanh Hoa Provincial Police. This activity is part of the University’s annual FPF & SAR action plan for 2025 and is also a mandatory requirement under current laws and regulations, aiming to enhance preparedness and response capacity in the face of increasingly complex fire and explosion risks in educational environments.

Attending the program were Senior Lieutenant Bui Van Khoa, officer of Team 2, Fire Prevention, Firefighting and Rescue Police Department, Thanh Hoa Provincial Police. Representing Hong Duc University were Assoc. Prof. Dr. Bui Van Dung, Deputy Secretary of the Party Committee and President of the University, along with leaders of affiliated units, lecturers, staff, students and pupils. The strong turnout demonstrated the University’s high sense of responsibility and proactive spirit in building a safe and civilized educational environment. The training program was carefully and scientifically designed in accordance with the latest Fire Prevention, Firefighting and Rescue Law, relevant guiding documents, and the actual conditions of the University. He stressed: “Every member of the University – from leaders, staff and employees to learners – must thoroughly understand legal regulations, clearly identify fire and explosion risks, and master basic response skills. This is not only a management requirement but also a responsibility to ourselves, our community and society. I urge all participants to seriously engage in both theoretical learning and practical exercises, considering this an opportunity to strengthen skills and improve self-protection as well as protection of shared assets.”

First Lieutenant Bui Van Khoa from Fire Prevention and Rescue Police Division No. 2, Thanh Hoa Provincial Police, Delivers Theoretical Training on Fire Safety and Rescue

Senior Lieutenant Bui Van Khoa highly appreciated the University’s thorough and well-organized preparation, from logistics and equipment to participant composition. He also affirmed that Hong Duc University is among the educational institutions in the province that demonstrate strong initiative and responsibility in implementing FPF & SAR tasks. He noted that amid increasingly complicated fire incidents occurring in schools, residential buildings and public areas, professional training and practical drills are not only a legal requirement but also an effective measure to prevent risks and minimize damage when incidents occur.

During the program, participants were provided with essential theoretical knowledge, including identification of fire and explosion hazards in working and living environments; the latest legal regulations on FPF & SAR; methods of using fire extinguishers and basic rescue equipment; escape and initial response skills; and coordination procedures between on-site firefighting forces and professional units. The content was delivered in a clear and practical manner, closely linked to real-life scenarios.

Participants Practicing Proper Procedures in Simulated Firefighting and Rescue Scenarios

The practical drill was the core component of the training. Under the guidance of the Fire Prevention, Firefighting and Rescue Police, participating teams implemented a simulated firefighting and rescue scenario in a crowded area. Activities included using fire extinguishers and hoses, rescuing victims, organizing safe evacuation, isolating fire zones and extinguishing the fire source. The drill was conducted smoothly, accurately and in accordance with technical procedures, reflecting the seriousness and responsibility of the University’s on-site firefighting force.

At the conclusion of the program, representatives of the Fire Prevention, Firefighting and Rescue Police Department acknowledged the positive results and praised the effective coordination and disciplined performance of all participants. The training significantly enhanced the operational capacity of the University’s FPF & SAR force, improved coordination skills in emergency situations, and strengthened awareness of fire safety among staff and students.
