According to the Plan, by 2030, Thanh Hoa Province targets having at least 70% of adults participating in online shopping. E-commerce retail sales are expected to grow by 25–35% annually and account for 8–15% of the province’s total retail sales. More than 70% of enterprises are expected to adopt e-commerce applications, while 100% of transactions conducted on e-commerce platforms will be accompanied by electronic invoices. In addition, cashless payments are projected to exceed 85% of all transactions.
A particularly notable objective is the development of human resources for the digital economy. The province aims to provide training in e-commerce skills for at least 7,200 participants during the 2026–2030 period, including enterprises, cooperatives, household businesses, individuals, government officials, and students.

To achieve these goals, the Plan outlines several key groups of tasks and solutions, including improving the institutional and policy framework for e-commerce; developing digital infrastructure, logistics services, and cashless payment systems; building digital platforms to support state management and market development; strengthening regional cooperation; and expanding communication, training, and international collaboration in the field of e-commerce.
One of the most significant aspects of the Plan is its focus on developing a skilled workforce for e-commerce and digital transformation. The province will organize training programs and workshops to enhance e-commerce competencies for businesses, cooperatives, production households, start-up entrepreneurs, and students. These activities are designed to improve the ability of stakeholders to access and effectively utilize e-commerce applications, promote cross-border e-commerce, support product distribution, and foster the growth of the digital economy.
The Plan also encourages the development of online courses, training materials, and educational resources related to e-commerce. At the same time, it highlights the importance of strengthening training on cybersecurity, information security, and personal data protection for government agencies, organizations, enterprises, and citizens.
These priorities create significant opportunities for higher education institutions in Thanh Hoa Province to contribute to workforce development and digital transformation initiatives.
The orientations outlined in the provincial Plan closely align with the mission, functions, and strategic development goals of Hong Duc University. As Thanh Hoa Province’s multidisciplinary public university, Hong Duc University continues to leverage its strengths in high-quality human resource training, scientific research, technology transfer, and digital transformation.
The University is well positioned to contribute to the province’s efforts by enhancing academic programs related to digital skills, e-commerce, business innovation, and information technology. In addition, the University can further strengthen cooperation with government agencies, enterprises, and community organizations in research, knowledge transfer, workforce training, and the implementation of socio-economic development programs.

According to the Plan, the Department of Industry and Trade will serve as the lead agency responsible for coordinating with relevant departments, sectors, local authorities, and organizations to implement the assigned tasks, monitor progress, provide guidance, and report implementation results to the Provincial People’s Committee and the Ministry of Industry and Trade in accordance with regulations.
