The Plan is developed in line with national and provincial policies on cultural development, including Politburo Resolution No. 80-NQ/TW dated January 7, 2026, on the development of Vietnamese culture, and the Prime Minister’s Decision No. 173/QD-TTg dated January 27, 2026, approving the Strategy for Promoting Vietnam’s Image Abroad for the 2026–2030 period, with a vision toward 2045.

Hong Duc University Implements the Project “Preserving and Promoting the Traditional Cultural Values of Ethnic Minority Communities Associated with Tourism Development”
in Quan Hoa District (former)
The initiative aims to enhance public awareness and responsibility in preserving and promoting Thanh Hoa’s historical, cultural, and tourism values. It also seeks to introduce the province’s rich cultural heritage, historical contributions, natural attractions, tourism potential, and socio-economic strengths to visitors and partners both within Vietnam and internationally.
Communication activities will focus on highlighting the formation and development of Thanh Hoa, its important role throughout the nation’s history, and the diverse cultural identities of communities living in mountainous, coastal, and lowland areas. These efforts are expected to further promote the image of Thanh Hoa as a land of rich traditions and remarkable cultural heritage.

In the tourism sector, the province aims to strengthen its image as a safe, friendly, and attractive destination while linking cultural preservation with sustainable tourism development. Promotional activities will feature heritage tourism, coastal tourism, eco-tourism, community-based tourism, cultural and spiritual tourism, as well as resort and experiential travel. Key destinations highlighted in the Plan include the World Cultural Heritage Site of the Ho Dynasty Citadel, Lam Kinh Special National Historical Site, Sam Son National Tourism Area, Hai Tien, Hai Hoa, Bai Dong, Pu Luong Nature Reserve, Ben En National Park, Cam Luong Fish Stream, Ham Rong Historical and Scenic Site, Tu Thuc Cave, Phu Na, and many other attractions across the province.
One of the most notable aspects of the Plan is its emphasis on diversifying communication products and approaches. Thanh Hoa Province will promote the production of reports, articles, short videos, TV commercials, trailers, podcasts, and digital content utilizing augmented reality (AR) and virtual reality (VR) technologies to showcase the province’s cultural heritage, people, and tourism destinations.

The Plan also prioritizes international communication through the production, translation, and dissemination of multilingual content across national external communication channels, media agencies, and digital platforms, thereby expanding Thanh Hoa’s visibility among global audiences.
Digital transformation is another key focus. The province will continue upgrading and enriching its shared digital database on tangible cultural heritage while applying digital technologies to the development of cultural and tourism products. Cooperation with researchers, experts, artists, historians, storytellers, and influencers in culture and tourism is also encouraged to create and promote engaging digital heritage content.

In June 2026, Hong Duc University Organized a Scientific Conference on “The Current Situation and Potential for Developing Community-Based Ecotourism Products
in Lakeside Areas of Thanh Hoa Province.”
Furthermore, QR codes will be deployed at historical sites and tourist attractions to provide visitors with convenient access to information. The province plans to gradually standardize digital data systems and expand QR-code applications across tourism destinations during the 2026–2030 period.
The orientations outlined in Plan No. 319/KH-UBND present valuable opportunities for higher education institutions, particularly in the areas of heritage research, digital transformation, multilingual communication, and community engagement.
For Hong Duc University, these priorities align closely with the University’s missions in education, scientific research, innovation, and community service. The Plan provides a meaningful framework for faculty members, researchers, and students to contribute their expertise and creativity to the study, preservation, and promotion of Thanh Hoa’s historical and cultural values.
Through academic programs, research projects, partnerships, digital initiatives, and communication activities, Hong Duc University can continue to play an active role in introducing and promoting the province’s cultural heritage, people, and tourism destinations to learners, partners, and wider communities. These efforts will contribute to enhancing the visibility of Thanh Hoa and strengthening its image both nationally and internationally.
