The University Council of Hong Duc University for its first term (2019–2024) was officially recognized under Decision No. 3320/QD-UBND dated August 16, 2019, by the People’s Committee of Thanh Hoa Province. The Council consisted of 21 members, including six external members. This marked a significant milestone, as the University Council formally began its operations and laid the institutional foundation for implementing university autonomy at Hong Duc University.

Building on the achievements of the first term, the University Council for the second term (2024–2029) was recognized under Decision No. 3406/QD-UBND dated August 16, 2024, comprising 23 members, including eight external members. In both terms, Associate Professor Dr. Le Viet Bau was entrusted with the role of Chairman of the University Council, reflecting the high level of confidence placed in his credibility, leadership capacity, and sense of responsibility by the University’s leadership, faculty, staff, and Council members.

In his capacity as Chairman of the University Council, Associate Professor Dr. Le Viet Bau directly chaired and guided 22 regular meetings and 18 extraordinary meetings, during which nearly 200 resolutions were issued across key areas such as development strategy, organizational structure, training, finance, investment, science and technology, and international cooperation. These resolutions not only complied strictly with legal regulations but also demonstrated strategic vision and practical relevance, aligning closely with the University’s development needs and the broader requirements of higher education reform.

From the perspective of external members, Mr. Nguyen Hong Phong—Director of Tien Nong Agro-Industrial Joint Stock Company (Thanh Hoa), who served on the Council for two consecutive terms—remarked that the Council’s activities have been substantive and well-organized, with open, democratic discussions and strategic resolutions closely aligned with the University’s development goals and labor market demands, thereby fostering consensus and trust among both internal and external members.

Strategic Leadership and Enduring Values Contributed to the University

One of Associate Professor Dr. Le Viet Bau’s most significant contributions as Chairman of the University Council lies in long-term strategic planning. Under his leadership, the Council issued Resolution No. 12/NQ-HDT dated March 20, 2023, approving the implementation plan for Decision No. 3169/QD-UBND on the development of Hong Duc University to 2030, with a vision toward 2045. This resolution is widely regarded as a foundational document, providing a comprehensive framework for the University’s strategic initiatives in subsequent phases.

During the period 2019–2025, the University Council demonstrated strong autonomy in academic affairs by approving the establishment of 21 new academic programs, including three doctoral programs, three master’s programs, and 17 undergraduate programs. As a result, Hong Duc University currently offers seven doctoral specializations, 21 master’s specializations, and 41 undergraduate programs. These decisions not only expanded the scale of training but also clearly reflected the University’s orientation toward meeting local socio-economic development needs and international integration requirements.

A particularly notable milestone occurred in 2020, when the University Council approved the establishment of Hong Duc Primary, Lower Secondary, and Upper Secondary School within Hong Duc University. This initiative positioned the University among a small number of institutions nationwide that offer a complete education system spanning from early childhood education to doctoral training, reflecting a comprehensive educational vision and long-term strategic thinking.

Quality assurance has consistently been a key priority under the leadership of Associate Professor Dr. Le Viet Bau. During his tenure, the University Council approved the accreditation of 26 academic programs, including five master’s programs and 21 undergraduate programs, all of which successfully met national quality standards. Furthermore, on May 22, 2025, the Council issued Resolution No. 13/NQ-HDT approving the external assessment of academic programs in accordance with AUN-QA standards for the period 2025–2030, reaffirming the University’s commitment to quality enhancement and regional integration.

In addition, the University Council issued 15 resolutions related to joint training programs, science and technology activities, and international cooperation. The University has signed cooperation agreements with numerous reputable universities and international organizations and has successfully implemented three internationally funded projects on climate education.

In the areas of organizational structure, personnel, and finance, the University Council approved key resolutions concerning the appointment and reappointment of the President and Vice President, restructuring internal units toward a more streamlined and effective model, approving job position frameworks, recruitment and talent attraction policies, and endorsing investment plans for upgrading facilities and purchasing modern teaching and learning equipment in support of digital transformation.

Oversight has also been identified as a core function of the University Council. Each year, the Council conducted two to four thematic supervision activities covering critical areas such as personnel management, finance, training, and graduation assessment. These activities provided objective evaluations and timely recommendations, contributing significantly to improving the effectiveness of executive management.

His academic background reflects this philosophy: he holds two bachelor’s degrees (Physics Education and English Language Education), two master’s degrees (Solid State Physics and Policy Studies), and a doctoral degree in Electronic Materials. Since July 2024, he has been pursuing a doctoral program in Educational Management. He has also completed the Advanced Program in Political Theory and continuously enhances his foreign language proficiency and research skills, thereby setting a positive example for faculty and staff and fostering a culture of learning and innovation at Hong Duc University.

Associate Professor Dr. Le Viet Bau was born on May 15, 1972, in Hoang Giang Commune, Thanh Hoa Province, Viet Nam. He holds the academic title of Associate Professor and a Doctoral degree. Currently, he serves as the Secretary of the Party Committee of Hong Duc University. With more than 25 years of service at Hong Duc University, Associate Professor Dr. Le Viet Bau has held various key academic and managerial positions, including Vice Dean of the Faculty of Engineering and Technology (2009–2014), Dean of the Faculty of Engineering and Technology (2014–2019), and Deputy Secretary of the University Party Committee (since September 2022). Since November 2019, he has been entrusted with the position of Chairman of the University Council of Hong Duc University for two consecutive terms (2019–2024 and 2024–2029). In this role, he has chaired and directed the University Council’s activities and issued numerous important resolutions on development strategy, organizational structure, training, finance, investment, science and technology, and international cooperation, contributing significantly to enhancing university governance efficiency during the implementation of the autonomy mechanism. In addition to his leadership roles, Associate Professor Dr. Le Viet Bau is a respected lecturer and scientist, with over 100 scientific publications, including 55 papers published in ISI/Scopus-indexed international journals. He has served as principal investigator for many scientific research projects at various levels and has received several prestigious awards, including Outstanding National Science and Technology Intellectual (2022), Outstanding Provincial Science and Technology Intellectual (2024), and Third Prize of the Viet Nam Science and Technology Innovation Award (2021), along with many other honors at provincial and national levels.
