The meeting was chaired by Võ Ngọc Hà, Vice Chairman of the Club and President of Tien Giang University. The meeting secretary was Hoàng Đình Hải, Deputy Head of the Faculty of Natural Sciences at Hong Duc University.
At the meeting, the Executive Board discussed adjustments to the Club’s leadership structure following personnel changes at several member institutions. Previously, Bùi Văn Dũng, President of Hong Duc University and Chairman of the Club, had been appointed Deputy Chief of Office of the National Assembly Deputies Delegation and the People’s Council of Thanh Hoa Province.

Based on this change, the Executive Board proposed that the Association approve the leadership structure of the Club for the 2026–2031 term as follows:
Chairman: Lê Hoằng Bá Huyền – President of Hong Duc University.Vice Chairmen: Võ Ngọc Hà – President of Tien Giang University; Bùi Xuân Hải – Party Secretary and President of Hai Phong University; Đỗ Hồng Cường – Party Secretary and President of Hanoi Metropolitan University.
Members of the Executive Board: Ngô Hồng Điệp – Vice President of Thu Dau Mot University; Nguyễn Đức Tiệp – President of Ha Long University; Nguyễn Minh Anh Tuấn – Party Secretary and President of Tan Trao University; Đỗ Khắc Thanh – President of Hung Vuong University; Trần Đình Thám – Party Secretary and President of Pham Van Dong University. In his remarks, Chairman Lê Hoằng Bá Huyền highlighted several key orientations for the Club’s future activities.
First, the Club should strengthen its role as a bridge connecting universities located in provinces and centrally governed cities, thereby contributing to the effective implementation of the Association’s operating principle: “Representation – Critique – Creation – Forecasting.”
Second, member universities should enhance cooperation and share experiences in faculty development, student training, scientific research, international collaboration, and innovation-driven entrepreneurship. The application of digital technologies and artificial intelligence (AI) in education, research, and university governance was emphasized as an important direction for sustainable institutional development in the context of digital transformation.
Third, the Club will maintain the organization of at least one annual general workshop, but no more than two each year, to provide a forum for academic exchange and sharing experiences in university governance among member institutions. In 2026, the workshop is expected to take place in Cua Lo and will be co-hosted by Nghe An University and Vinh Medical University. Members of the Executive Board were encouraged to prepare academic presentations to contribute to the success of the event.
Notably, 2027 will mark the 10th anniversary of the Club’s establishment (September 22, 2017 – September 22, 2027) and also the 30th anniversary of Hong Duc University. On this occasion, the Club plans to organize a large-scale scientific conference to review its achievements and outline future cooperation directions.
Fourth, the Club emphasized the need for close coordination with specialized committees of the Association, particularly the Membership Affairs Committee headed by Phạm Ngọc Lan, to further strengthen connections among member institutions.

During the meeting, the Executive Board also listened to a report from Nghe An University regarding preparations for the International Conference on Digital Transformation and the Application of Artificial Intelligence for Sustainable Development in Higher Education.
The conference is scheduled to take place on May 16, 2026, at the Lan Chau Hotel, with the participation of approximately 300 delegates. The event will be jointly organized by Nghe An University and Vinh Medical University and is expected to welcome international experts from China, Philippines, and Thailand. The conference will focus on key topics such as digital transformation, digital knowledge, the digital economy, and the application of artificial intelligence in higher education.
At the conclusion of the meeting, the Executive Board agreed to continue finalizing procedures to approve the new leadership structure for the 2026–2031 term. The Club will also strengthen coordination among member universities to effectively implement academic, networking, and cooperative activities throughout 2026.
