From Hong Duc University, participants included Assoc. Prof. Dr. Le Hoang Ba Huyen, President of the University, Vice Presidents Assoc. Prof. Dr. Dau Ba Thin, Assoc. Prof. Dr. Ngo Chi Thanh, and Assoc. Prof. Dr. Hoang Thi Mai, as well as leaders of faculties and affiliated units. In his opening remarks, Assoc. Prof. Dr. Le Hoang Ba Huyen emphasized that over the years, the close and effective collaboration between the University and the Department has been consistently maintained, particularly in teacher education, professional development for educational managers, and scientific research serving the province’s educational development. As a multidisciplinary public university of Thanh Hoa Province, Hong Duc University identifies the training of high-quality human resources—especially teachers for the local education system—as its core mission and responsibility.

After nearly 30 years of development, Hong Duc University has steadily affirmed its position within Vietnam’s higher education system. The University currently enrolls nearly 14,000 learners across doctoral, master’s, and undergraduate levels. Its academic staff continues to improve in quality, with nearly half holding doctoral degrees. The University offers 7 doctoral programs, 22 master’s programs, and 40 undergraduate programs, many of which have been accredited in accordance with national standards.
Assoc. Prof. Dr. Le Hoang Ba Huyen noted that the signing of the cooperation program for 2026–2030 not only consolidates the partnership between the two institutions but also opens up new opportunities to strengthen the linkage between training and the practical needs of the provincial education system. He expressed the University’s expectation to continue receiving strong support from the Department in admissions, teacher training, and professional development, as well as to enhance the involvement of school administrators and teachers in curriculum development, evaluation, and implementation. This, he stressed, is essential for improving the quality of teacher education in response to ongoing educational reforms.
Speaking at the conference, Dr. Do Duc Que highly appreciated the University’s contributions to the development of Thanh Hoa’s education sector, particularly in training and upgrading the qualifications of teachers. He highlighted that Hong Duc University is not only a key institution for human resource development but also a center for scientific research and knowledge transfer, contributing significantly to improving the quality of education in the province.

In the context of the nationwide implementation of the 2018 General Education Program and increasing demands for improving teacher quality, Dr. Que emphasized the growing importance of Hong Duc University. He noted that the cooperation agreement for the 2026–2030 period is a necessary step to strengthen the linkage between teacher training institutions and local education authorities, thereby enhancing the effectiveness of training, professional development, and teacher utilization.
Dr. Do Duc Que also expressed his hope that both sides will continue to closely collaborate in teacher training and professional development, organize teaching practicums and internships for students, implement scientific research projects, innovate teaching and assessment methods, and jointly organize competitions for excellent teachers and students, along with other professional activities in the provincial education sector.
At the conference, Hong Duc University presented a report on the outcomes of cooperation with the Department in recent years and proposed key directions for the 2026–2030 period. Notably, in 2026, the University ranked 34th in the Vietnam University Rankings (VNUR-2026), rising 29 places compared to 2024.
Currently, the University has a total of 702 staff members, including 427 lecturers, of whom 46.84% hold doctoral degrees. The total number of learners is 13,694, including doctoral candidates, graduate students, and undergraduates.
During the 2021–2025 period, the two institutions effectively collaborated in various areas, including admissions, teacher training under Government Decree 116, professional development for teachers, organization of teaching practicums and internships, and implementation of educational research projects. Notably, they provided professional certification training for 9,516 teachers across the province and facilitated teaching practicums for over 9,000 student participants.

Following in-depth discussions at the conference, both sides agreed to sign a Memorandum of Understanding on cooperation for the 2026–2030 period. The agreement focuses on key areas such as coordination in admissions and graduate employment, teacher training and professional development, organization of teaching practicums for education students, implementation of scientific research and educational innovation initiatives, and joint organization of professional competitions and educational development programs in Thanh Hoa Province.
