Toward the 20th Thanh Hoa Provincial Party Congress (2025–2030): Hong Duc University – Moving Forward with Confidence and Spreading Responsibility

In celebration of the upcoming 20th Thanh Hoa Provincial Party Congress, a significant political event for the Party Committee and the people of Thanh Hoa Province, Hong Duc University (HDU) has been actively launching emulation movements and striving for outstanding achievements. The University is making strong progress in reforming governance, enhancing the quality of education, scientific research, technology transfer, and international integration — thereby contributing to the province’s goal of fast and sustainable development in the 2025–2030 period.

Affirming the Position and Contributions to Thanh Hoa’s Development

Over 28 years of construction and growth (1997–2025), Hong Duc University has affirmed its position as a multi-disciplinary public higher education institution of Thanh Hoa Province. The University’s mission is to train high-quality human resources, conduct scientific research, and transfer knowledge to serve the socio-economic development of Thanh Hoa and the Central region of Vietnam.

As of October 2025, the University has 704 staff and employees, including 427 lecturers. Among them, 193 hold doctoral degrees (46%) and 28 are Associate Professors (6.9%) — ranking HDU among the top provincial universities nationwide in terms of highly qualified academic staff. During the 2020–2025 term, 54 lecturers were sent to doctoral programs, including 12 studying abroad.

Currently, HDU offers 7 doctoral programs, 21 master’s programs, and 40 undergraduate majors with more than 13,000 students. The employment rate of graduates exceeds 85%, demonstrating the University’s close linkage between education and the labor market.

With continuous efforts in innovation and development, Hong Duc University has been honored with many prestigious awards: Third-class Labor Order (2002), Second-class Labor Order (2011), First-class Labor Order (2017).
During the 2020–2025 period, the University received four Certificates of Merit from the Minister of Education and Training, one from the Minister of Public Security, and one from the Chairman of the Thanh Hoa Provincial People’s Committee. HDU was also awarded the Friendship Order by the Lao People’s Democratic Republic, with two individuals receiving the Third-class Labor Order and four others the Labor Medal from Laos.

Outstanding Achievements in Research and Innovation

Between 2020 and 2025, HDU implemented 507 research projects, including 16 national-level, 48 ministerial-level, 57 provincial-level, and 386 institutional-level projects. Many research outcomes have been effectively applied in practice, notably: Rice variety Hong Duc 9 (recognized as a national variety), Maize variety QT55 (granted a protection certificate in 2021), Multifunctional hospital bed (won Third Prize at the Vietnam Science and Technology Innovation Awards in 2021).

The University has also registered 10 intellectual property products, highlighting its strong capacity for innovation and technology application in service of local socio-economic development.

The scientific workshop on semiconductor human resource training at Hong Duc University was highly appreciated by scientists, researchers, managers, and businesses for its practical applicability.

In the same period, HDU scholars published 1,648 scientific articles, including 345 papers in international journals indexed in WoS and Scopus — marking significant progress in academic research and international integration.

Innovation and Integration for Sustainable Development

The achievements of Hong Duc University have made important contributions to the training of high-quality human resources for Thanh Hoa Province, other localities in Vietnam, and the Lao People’s Democratic Republic, thereby helping fulfill the goals set by the 19th Thanh Hoa Provincial Party Congress (2020–2025).

Assoc. Prof. Dr. Bui Van Dung, Member of the Executive Committee of the Provincial Party Committee, Deputy Secretary of the Party Committee, and President of HDU, emphasized:

“With the comprehensive leadership and support from the Thanh Hoa Provincial Party Committee, People’s Council, and People’s Committee, Hong Duc University aims to develop into a leading center for education, scientific research, and knowledge transfer in Thanh Hoa and the Central region.” HDU continues to innovate curricula and open new training programs aligned with social needs and the province’s economic development directions. Priority is given to emerging and high-demand fields such as artificial intelligence, data science, semiconductors, tourism, logistics, digital economy, green economy, and circular economy. The University diversifies training forms, strengthens partnerships with enterprises and localities, and promotes “order-based” training programs — striving to graduate over 3,500 learners each year, including at least 20% at the postgraduate level.

Focusing on Research, Technology, and Digital Transformation

HDU defines science – technology, innovation, and digital transformation as its three development pillars. The University is building strong research groups, promoting international publications, intellectual property registration, and establishing a Science – Technology – Innovation Development Fund to encourage commercialization of research outcomes.

The University also strengthens its innovation and startup ecosystem, aims to have the Hong Duc University Journal of Science indexed in international databases, and expands cooperation with domestic and international partners in training and research. Programs in English and credit recognition with foreign lecturers are being implemented, contributing to global academic integration.

Developing Human Resources and Building a Smart University

HDU is focusing on developing a capable and well-qualified academic workforce. By 2030, the University aims to have at least 55% of lecturers holding doctoral degrees, 10% as Professors or Associate Professors, including at least two full Professors.

At the same time, the University is determined to implement comprehensive digital transformation in education, research, and management — equipping staff, lecturers, and students with digital competencies; ensuring 100% proficiency in digital platforms; and building a secure, modern digital infrastructure toward a “Smart – Flexible – Efficient University.”

The 20th Congress of the Thanh Hoa Provincial Party Committee is scheduled to take place over three days, from October 14 to 16, 2025, at the 25B Conference Center in Hạc Thành Ward. The event will bring together 487 official delegates and about 250 guests. During the Congress, delegates will elect 69 members to the Provincial Party Executive Committee and 15 members to the Standing Committee for the 2025–2030 term. According to the agenda, on the morning of October 14, delegates will offer flowers and incense at the Cultural Memorial Site of President Ho Chi Minh, the Temple of Vietnamese Heroic Mothers, and the Ham Rong Martyrs’ Cemetery. In the afternoon, the preparatory session will take place alongside inauguration and groundbreaking ceremonies for projects celebrating the Congress. On October 15, the Congress will officially open in the morning and continue its sessions in the afternoon. The final day, October 16, will focus on discussions, voting to adopt the Resolution, and the closing session. In the evening, a grand rally celebrating the success of the Congress will be held at the Studio of Thanh Hoa Radio and Television Station.
