The meeting was chaired by Assoc. Prof. Dr. Bui Van Dung, Deputy Secretary of the Party Committee, President of Hong Duc University, and Chairman of the Scientific and Training Council. Attending the meeting were Assoc. Prof. Dr. Dau Ba Thin, Member of the Standing Committee of the Party Committee and Vice President of the University; Assoc. Prof. Dr. Hoang Thi Mai, Vice President of the University; and members of the Scientific and Training Council for the 2024–2029 term.

At the meeting, the Academic Affairs Office reported that one doctoral candidate was eligible to be considered for the award of the PhD degree in 2025: Ms. Nguyen Thi Lien, majoring in Theory and Methodology of Teaching Vietnamese. The candidate has successfully completed all training requirements, defended her doctoral dissertation with a satisfactory result, and achieved a cumulative grade point average of 8.9, fully meeting the current regulations for doctoral education.

The Council thoroughly reviewed and discussed the candidate’s academic records, training outcomes, scientific research achievements, and dissertation evaluation results. All members agreed that the training process had been conducted seriously, in strict compliance with regulations, and in accordance with academic quality standards.
In his concluding remarks, Assoc. Prof. Dr. Bui Van Dung emphasized that doctoral training and degree conferral are among the key missions reflecting the reputation and quality of postgraduate education at Hong Duc University. The Scientific and Training Council always carries out the evaluation process in an objective, rigorous, and regulation-compliant manner, ensuring scientific standards and the University’s social responsibility.
Members of the University of Education and Training Council of Hong Duc University approve the list of doctoral candidates eligible for degree conferral, serving as the basis for the Rector to consider and decide on awarding doctoral degrees in accordance with regulations.
Based on the unanimous opinions, the Council voted to approve the list of doctoral candidates eligible for degree conferral, which will serve as the basis for the President of Hong Duc University to consider and decide on awarding the PhD degree in accordance with current regulations. The meeting was conducted in a serious and proper manner, affirming the University’s role and responsibility in training high-quality human resources to serve local and national development.
