Workshop on the Appraisal of the Proposal for Developing Semiconductor Industry Human Resources to Serve Socio-Economic Development in Thanh Hoa Province by 2030, with Orientation toward 2045

On the morning of September 4, at Hong Duc University, the Thanh Hoa Union of Science and Technology Associations, in collaboration with the University, organized a workshop to review and provide feedback on the project “Establishing a Training Program for Semiconductor Industry Human Resources to Serve the Socio-Economic Development of Thanh Hoa Province by 2030, with Orientation to 2045.”

Overview of the workshop

The workshop was chaired by Dr. Nguyen Van Phat, Chairman of the Thanh Hoa Union of Science and Technology Associations. Attendees included Mr. Nguyen Quoc Uy, Vice Chairman of the Thanh Hoa Union of Science and Technology Associations; Assoc. Prof. Dr. Nguyen Manh An, former Secretary of the Party Committee and former President of Hong Duc University; Dr. Nguyen Ngoc Tuy, Deputy Head of the Provincial Party Committee’s Propaganda Department and Chairman of Thanh Hoa Informatics Associations; Mr. Hoang Ngoc Trung, Deputy Director of Thanh Hoa Department of Home Affairs; Mr. Nguyen Tuan Tuong, Deputy Head of the Culture and Social Affairs Committee of the Provincial People’s Council; Dr. Hoang Anh Tuan, President of Thanh Hoa Vocational College of Industry; Mr. Nguyen Xuan Thu, Vice President of Nghi Son Vocational College; and Mr. Pham Kim Tan, Secretary-General of the Thanh Hoa Union of Science and Technology Associations.

Representing Hong Duc University were Assoc. Prof. Dr. Bui Van Dung, Deputy Party Secretary and President; Assoc. Prof. Dr. Ngo Chi Thanh, Vice President, together with leaders of faculties, departments, centers, and the project drafting team.

In his opening remarks, Dr. Nguyen Van Phat - Chairman of the Thanh Hoa Union of Science and Technology Associations emphasized that “High-quality semiconductor workforce development is a decisive factor in attracting major investors, especially international semiconductor corporations.” He highlighted that the proposal carries significant novelty for Thanh Hoa and Vietnam as it aligns with national strategies for semiconductor industry development and human resource training. He called on delegates to provide detailed, constructive feedback to refine the proposal before submission to competent authorities.

Presenting the review report, MSc. Pham Kim Tan, Secretary-General of the Thanh Hoa Union of Science and Technology Associations, stated that based on the Proposal draft and related documents provided by Hong Duc University, as well as feedback from the review council and experts, the draft has been prepared with diligence and seriousness. Its structure is relatively logical, the content is detailed, and the appendices provide sufficient evidence regarding goals and implementation roadmap. The draft also incorporates comments from relevant departments and agencies.

However, certain sections of the Proposal need further revision and supplementation. Specifically, the Proposal’s title should be reconsidered; additional references to national strategies and resolutions on high technology and, in particular, the semiconductor industry should be included; and Thanh Hoa’s potential, advantages, and challenges in developing this industry should be assessed. The Proposal should clarify why semiconductor workforce training is essential, as “high-quality semiconductor human resources are a prerequisite to attracting major investors, especially international semiconductor corporations.”

Need to Clarify the Current Status of Semiconductor Human Resources
The Review Council stressed the need to clarify the current status of semiconductor human resources in Thanh Hoa, as well as the state of training programs at Hong Duc University and other universities and colleges in the province. It is also necessary to analyze the future demand for such human resources. The Proposal should include forecasts of workforce needs by qualification levels, define precise learning outcomes for each level and specialty, and align them with the actual requirements of domestic and foreign-invested enterprises.

The Council also recommended focusing on new semiconductor-related disciplines to guide the University’s training development strategy up to 2050; urgently developing curricula at various levels aligned with domestic and regional programs; and building a qualified teaching staff capable of delivering high-quality training as well as providing consultancy and policy review on semiconductor-related mechanisms, strategies, and projects in Thanh Hoa Province.

During discussions, members of the review council, managers, and experts agreed on the necessity of the proposal and offered constructive feedback to help Hong Duc University refine and finalize the document.

Speaking at the workshop, Assoc. Prof. Dr. Bui Van Dung affirmed the urgency and importance of the proposal: “Based on the actual demand for semiconductor workforce in Thanh Hoa, the University has been determined to develop this proposal and has already been offering related programs in Information Technology, Materials Science, and Electronics. Although challenges remain, initial achievements have been recognized.”

He emphasized that Hong Duc University will continue to refine the proposal by incorporating expert feedback and organizing further workshops with relevant organizations and enterprises to ensure practical effectiveness before official submission.
