Internal Evaluation of the Research Project: Developing Value Chain Solutions for Production, Processing, and Consumption of Selected OCOP Products in Thanh Hoa Province

On July 31, 2025, Hong Duc University organized the institutional-level acceptance of the provincial-level science and technology project titled: “Research and Proposals for Solutions to Building and Developing Value Chains in the Production, Processing, and Consumption of Selected OCOP Products in Thanh Hoa Province.” The project is led by Dr. Le Thi Lan, Deputy Head of the Faculty of Economics and Business Administration

Attending the evaluation session were Ms. Trinh Kim Chi – Deputy Head of the Department of Sectoral Management and Intellectual Property, Thanh Hoa Department of Science and Technology; and Ms. Trinh Thi Van Anh – Specialist of the same department.

The Evaluation Council consisted of seven members, chaired by Assoc. Prof. Dr. Ngo Chi Thanh – Vice President of Hong Duc University.

The project focuses on assessing the current status of OCOP (One Commune, One Product) value chains in Thanh Hoa Province, with a comprehensive analysis of the factors influencing each stage of the chain: from production and processing to consumption. Using SWOT matrix analysis, the research team identified the strengths, weaknesses, opportunities, and challenges of local OCOP products, forming the basis for proposing four groups of solutions to sustainably build and develop these value chains.

In addition, the project developed a research model applying exploratory factor analysis (EFA) and model testing to clarify the moderating role of policy factors in value chain development. The findings reveal that supportive policies significantly influence the effectiveness of actors within the chain, thereby emphasizing the need for stronger State management and orientation.

Particularly, the study also surveyed factors affecting consumer intention and decision-making when purchasing OCOP products. Results highlight that local pride in regional specialties plays a crucial role in shaping consumer behavior, underscoring the importance of communication and community education in promoting product consumption.

The project’s outcomes are highly practical, offering feasible solutions in policy support, production–processing capacity enhancement, branding, and communication for the sustainable development of OCOP value chains in Thanh Hoa.

The Evaluation Council praised the project for its rigor, thoroughness, and strong applicability, while recommending that the research team refine the report based on feedback in preparation for the official provincial-level evaluation in the near future.
