Accordingly, the Provincial People’s Committee reviewed Official Submission No. 111/TTr-SNgV dated November 25, 2025, submitted by the Department of Foreign Affairs, regarding the proposal to sign a cooperation agreement between Hong Duc University and its Japanese partner. The proposal was accompanied by opinions from relevant departments and agencies, including the Departments of Foreign Affairs, Home Affairs, Education and Training, Justice, Finance, and the Provincial Police. After consideration, the Chairman of the Thanh Hoa Provincial People’s Committee agreed in principle to allow the two universities to sign the cooperation agreement as proposed by the Department of Foreign Affairs.
The Provincial People’s Committee assigned Hong Duc University to proactively study and carefully review the contents of the cooperation agreement prior to signing, and to take full responsibility for the signing and implementation of the agreement in compliance with current legal regulations. The university is also required to report the implementation results to the Chairman of the Provincial People’s Committee and submit a report to the Department of Foreign Affairs after the agreement is signed. During the implementation of international cooperation activities in education and training, Hong Duc University is required to closely coordinate with the Provincial Police and relevant agencies to ensure state management, security, and public order in accordance with regulations.

On October 21, 2024, Hong Duc University held a working session with a delegation of officials from Niigata Prefecture, Japan, led by Ms. Kuribayashi Shiori, Head of the International Cooperation Division, Policy Planning Office of the Governor of Niigata Prefecture
At the same time, the Provincial People’s Committee assigned the Department of Foreign Affairs to take the lead, in coordination with relevant units, in providing guidance and support to Hong Duc University in organizing the signing of the cooperation agreement with the Japanese partner in compliance with regulations. The Department of Foreign Affairs will also coordinate with the Provincial Police in managing activities of foreign nationals (if any) within the province. Relevant departments, including Foreign Affairs, Home Affairs, Education and Training, Justice, Finance, and the Provincial Police, are requested to coordinate and support Hong Duc University, within their respective functions and responsibilities, in implementing the cooperation agreement in a manner consistent with regulations and practical conditions.
Previously, on October 21, 2024, Hong Duc University held a working session with a delegation from Niigata Prefecture, Japan, led by Ms. Kuribayashi Shiori, Head of the International Cooperation Division, Governor’s Policy Office of Niigata Prefecture. At the meeting, Associate Professor Dr. Bui Van Dung, Secretary of the Party Committee and President of Hong Duc University, expressed the university’s desire to strengthen cooperation with universities and colleges in Niigata Prefecture in training high-quality human resources, particularly in science and technology and the semiconductor industry. He also emphasized potential cooperation in the exchange of experts, lecturers, and students; sharing digital learning resources and e-books; and collaboration in laboratories and technology practice facilities in Japan. In response, Ms. Kuribayashi Shiori expressed her sincere appreciation for the warm reception from Hong Duc University and affirmed that the visit aimed to enhance mutual understanding and promote cooperation between Niigata Prefecture and Hong Duc University in education, training, and research fields of mutual interest.
The approval by the Thanh Hoa Provincial People’s Committee for Hong Duc University to sign a cooperation agreement with a Japanese higher education institution represents an important opportunity for the university to expand its international partnerships. This cooperation is expected to contribute to improving the quality of education and scientific research, promoting international integration, and enabling the university to access advanced management and training experiences. Ultimately, it will help develop high-quality human resources for Thanh Hoa Province, support socio-economic development, contribute to sustainable development goals, and enhance the position and reputation of Hong Duc University within Vietnam’s higher education system.
