Attending the ceremony, the delegation from Houaphanh Province, Lao PDR, was led by Mr. Bounthavy Kisanhphong, Deputy Director of the Department of Foreign Affairs of Houaphanh Province. The delegation also included Mr. Keodouangkham Phengchanh, Head of the Division of Vocational and Higher Education, Department of Education and Sports of Houaphanh Province; Ms. Souknyda Sonthavixay, Specialist of the Division of Vocational and Higher Education, Department of Education and Sports; Ms. Thammavongsa, Specialist from the Provincial Party Committee’s Organization Board; together with 51 Lao students who will pursue their studies at educational institutions in Thanh Hoa Province.

Speaking at the ceremony, Mr. Bounthavy Kisanhphong expressed his sincere gratitude to the leaders of Thanh Hoa Province and Hong Duc University for their close attention and strong support in creating favorable conditions for students from Houaphanh Province to study in Vietnam. He emphasized that the training of Lao students at Hong Duc University not only contributes to improving the quality of human resources for Houaphanh Province, but also serves as a vivid symbol of the traditional friendship, special solidarity, and comprehensive cooperation between Laos and Vietnam
On behalf of Hong Duc University, Assoc. Prof. Dr. Dau Ba Thin affirmed that the reception, management, and training of Lao international students is regarded as an important political task closely associated with the University’s long-term international cooperation strategy. He reaffirmed the University’s commitment to providing the best possible conditions in terms of academic programs, living arrangements, facilities, qualified faculty, and comprehensive student support services to ensure that Lao students can study with confidence and achieve positive learning outcomes.

Following the handover ceremony, the delegation from Houaphanh Province held a working session with representatives of Hong Duc University and other universities and colleges in the province. The meeting focused on discussions and agreements regarding coordination in student management, Vietnamese language training, specialized academic programs, policy implementation, and support for the daily life of Lao students throughout their period of study.

Also on the afternoon of December 18, 2025, Hong Duc University organized an orientation and enrollment support session for Lao students. The University’s admission team provided guidance on enrollment procedures, disseminated institutional regulations, arranged accommodation at the university dormitory, implemented the Vietnamese language training plan, conducted initial health check-ups, and completed health insurance procedures in accordance with current regulations.
The reception of Lao international students for the academic year 2025–2026 once again affirms Hong Duc University’s reputation, responsibility, and capacity in international education and training. At the same time, it contributes to further strengthening and deepening the traditional friendship and sustainable cooperation between Thanh Hoa Province and Houaphanh Province, as well as between Vietnam and the Lao People’s Democratic Republic.
