According to an official document issued by the Thanh Hoa Provincial People’s Committee on January 5, 2026, the reception of the Polytech Tours student delegation is based on the proposal submitted by the Department of Foreign Affairs in Official Dispatch No. 1815/SNgV-LSBG dated December 29, 2025. The Vice Chairman agreed with the proposal and assigned specific responsibilities to relevant agencies and units.
Under the decision, Hong Duc University is responsible for developing a comprehensive study program, including schedules, plans, learning content, and academic materials for the visiting students, ensuring effectiveness, practicality, and compliance with current legal regulations. The University will also take the lead in coordinating with the Provincial Police, the Department of Foreign Affairs, and related units to manage the delegation and ensure security and safety throughout the students’ stay, particularly during the Lunar New Year (Tet) holiday. Any issues beyond the University’s authority must be promptly reported to the Chairman of the Provincial People’s Committee for consideration and direction.

In addition, the Department of Foreign Affairs and the Provincial Police are tasked, according to their assigned functions and responsibilities, with managing foreign nationals’ activities within Thanh Hoa Province in accordance with existing laws and regulations.
Previously, on January 14, 2025, Hong Duc University successfully received 14 students from Polytech Tours University, who participated in academic activities at the Faculty of Information Technology and Communication.
The reception of students from Polytech Tours University at Hong Duc University contributes to strengthening international educational cooperation, promoting academic exchange, and fostering friendly relations between Thanh Hoa Province and educational partners from the French Republic.
